Trial run of Minjur desalination plant support facilities inaugurated

Chennai Metrowater on Wednesday launched the trial run of the support infrastructure that it has created for the 100 million litres per day capacity desalination plant at Kattupalli, near Minjur.

Deputy Chief Minister M.K. Stalin inaugurated the trial run of the facilities, including a 38 km-long pipeline to convey the treated water to the city, underground sumps and pumping stations in areas such as Manali and Madhavaram.

The work was taken up by the Metrowater under the Jawaharlal Nehru National Urban Renewal Mission.

To be ready by month-end

The desalination plant is expected to be ready by this month-end. Chennai Water Desalination Limited (CWDL) is implementing the project on DBOOT (Design, Build, Own, Operate and Transfer) basis. It has started the preliminary works for performance test of the plant, according to a press release.

The requisites for the test include operation of the plant continuously for nearly 100 hours and whether the quality of the treated water is as per the agreement with Metrowater.

Representatives of ILF Mantech Consortium, an independent consultant that is monitoring the work, and Metrowater would certify the performance of the plant after which the treated water would be supplied to the city.

Mr.Stalin had laid the foundation stone for the plant in February 2007. Metrowater had entered into agreement with CWDL for bulk purchase of water for 25 years.

Municipal Administration and Water Supply Principal Secretary Niranjan Mardi and Chennai Metrowater Managing Director Shiv Das Meena were present when the trial run was launched.

Villagers who attended a public hearing at Minjur on Saturday voiced out their problems including over-extraction of water, drinking water needs and livelihood loss.

The hearing was organised by the Citizens Consumer and Civic Action Group as part of a study conducted by the organisation on `Chennai's water crisis: myths and realities.

Perennial problem

For residents of Minjur and its neighbourhood, drinking water has become a perennial problem as groundwater extraction still persists despite sea water intrusion and groundwater depletion.

Residents of Minjur belt witness water pumped from small pockets of villages where quality water was still available and transported through lorries to cater to the city's demand.

With about 200 loads of water being transported daily from villages including Mathur, the locals have been deprived of water for their own needs.

The once water-rich Minjur belt has been reduced to a state of borrowing water from their neighbouring villages as officials are yet to address the problem.

Temple event ends in murder at Minjur - The Hindu

Autorickshaw driver killed by youth of nearby village ~ Fri 13 Aug 2010

A skirmish over who should get a coconut kept atop a temple chariot ended in the death of a youth and rendered more than 15 families homeless in two hamlets at Minjur in Tiruvallur district.

Ten days after the incident, women in Minjur Colony live in perpetual fear of police harassment. The men have left the women to fend for themselves. Residents of the nearby Naalur are cosseted by a huge police force at the village entrance.

The police said the 20 men picked up for arson would be set free if the culprits surrendered. Five men from Naalur were taken into custody for murder.

Car Festival

It all began during the car festival of a Mariamman temple in Minjur on May 17, when youth from Minjur Colony and Naalur quarrelled. The police intervened and settled the dispute.

But the simmering feud turned worse when five armed men attacked autorickshaw driver Senthil Kumar (23) around 5 p.m. the same day.

A grievously injured Senthil was brought to Government General Hospital in Chennai where he died three days later. That night, a large group of men from Minjur Colony went to Naalur and burnt 17 huts in revenge.

Tip-off

The damage could have been worse but for a tip-off the police received from a local trader, said a police officer.

Thenmozhi, wife of Senthil, said her husband had promised to take her to the temple, but did not recognise her till his death. Senthil's family includes a 16-year-old brother, his widowed mother, grandmother and two-year-old daughter.

Minjur is a town in Thiruvallur district in the Indian state of Tamil Nadu.

Minjur is also called "Vada Kanchi" for North Kanchipuram. The town has two famous temples for Siva and Vishu, similar to Kanchipuram.

Minjur is one of the suburban places of Chennai which is highly growing in terms of Education, Industrialization, Agriculture which is expanding leaps and bounds.Minjur in its area wise twice than that of Thiruvottiyur and thrice of Ponneri which is very much near to minjur.

Minjur desalination plant which supplies 100 million ltres a day water to Chennai city was inaugurated on July 31, 2010.

Outer Ring Road (ORR) which connects the southern chennai (Vandalur) to Minjur is a main part of the CMDA's Second Master Plan for the greater Chennai.

Minjur Desalination Plant, Kattupalli, India - water-technology.net

The Minjur desalination plant in the state of Tamil Nadu, India, is set to be inaugurated in May 2010. The plant, being built on a 60-acre site in Kattupalli, about 35km north of the state capital city, Chennai, will be the largest desalination plant in India. The second largest plant is in Jamnagar, Gujarat, with a capacity of 96,000m³/day.

The INR5.15bn (€91m) Minjur desalination plant will have a capacity of 100,000m³/day (100mld). The plant will produce potable water using reverse osmosis (RO) technology and will serve an estimated population of 500,000 in Chennai.

The plant was originally scheduled to be opened in January 2009. The work on the plant, however, was delayed due to Cyclone Nisha in October 2008. The cyclone had damaged a portion of the completed marine works and also destroyed the cofferdam used for installation of transition pipes.

Minjur desalination plant

Chennai has a chronic water problem as the city depends extensively on ground water, replenished by an average rainfall of 1,276mm. The coastal city receives about 985mld of water from ground and surface water sources against the demand of 1,200mld. The demand is expected to increase to about 2,700mld by 2031. The underground aquifers are getting depleted at an alarming rate due to an increase in groundwater usage.

The state government has decided to alleviate the freshwater problems by the desalination of sea water. Besides the Minjur plant, the Chennai Metropolitan Water Supply and Sewerage Board (CMWSSB) is also constructing a 100mld capacity desalination plant at Nemmeli, which is expected to be operational by December 2011.

Water from the desalination plant will be supplied for industrial purposes such as the Ennore Port Trust and North Chennai thermal power plant. The water will be supplied to public during droughts.

Minjur desalination plant design

The Minjur desalination plant consists of 8,600 sea water RO membranes, 248 pressure vessels, 23 pressure exchangers, five high-pressure pumps, 16 pressure filter vessels, electrical, automation and control systems, and a 1,200m of HDPE pipeline of 1,600mm diameter.

The CMWSSB has laid a 33km pipeline with a cost of INR930m ($20m) to carry the treated fresh water from Minjur to Red Hills. The project also includes infrastructure for the collection of seawater. A 110kV/22kV sub-station has been set up by the Tamil Nadu Electricity Board for uninterrupted power supply to the desalination plant.

A thorough environmental impact study was conducted to establish the effect of the plant on the livelihoods of fishermen and other communities. Studies were also conducted on the impact of high saline discharge on the fisheries and turtle nesting before the construction of the plant.

Sea water treatment process

Pre-treatment of the raw sea water, containing up to 6.4ppm aluminium and about 50NTU of turbidity, includes coagulation-flocculation, gravity and pressure filtration.

After filtration, the water is pumped to the plant. Here, it undergoes preliminary treatments before being passed through the RO trains. The water is forced through the RO membranes at high pressure. The membranes retain salts and pass the desalinated water.

The final water product from the RO system undergoes the post-treatment process. Flavour is added to the fresh water and stored in a 20mld underground water tank. It is then pumped to the Red Hills reservoir before releasing into the city grid.

The RO technology of the plant will produce 100mld of desalinated water from 273 million litres of sea water.

Key players

Chennai Water Desalination (CWDL) is executing the project for the CMWSSB on a design, build, own, operate and transfer (DBOOT) basis.

In September 2005, the CMWSSB signed a bulk water purchase agreement (BWPA) with CWDL to purchase water from the Minjur desalination plant at a cost of INR48.66/m³ ($1.03/m³). It will be sold to industries at a rate of INR60/m³ ($1.27/m³). At the end of the 25-year agreement, the plant will be transferred to the state government.

CWDL is a special-purpose vehicle established by the consortium of IVRCL Infrastructure and Projects and Befesa Agua. IVRCL holds 75% and Befesa holds 25% stake in CWDL.

IVRCL is an Indian construction company based in Hyderabad and Befesa is a unit of Spain-based Abengoa. The civil works are undertaken by IVRCL. It is also involved in marine works along with Befesa. Befesa is responsible for the process design, mechanical and electrical works, automation and piping.

The RO membranes for the plant were supplied by Hydranautics. Bekaert provided the pressure vessels, while Flowserve supplied the high-pressure pumps. The filter pressure vessels were provided by Hindustan Dore Oliver and the pressure exchanger by Energy Recovery (ERI).

The automation and control systems were supplied by Telvent while Siemens, ABB and Schneider supplied the electrical system. The HDPE pipes were provided by Pipelife Norge and Jain Irrigation.
